Is there a hop-on hop-off bus in Galveston?

No. The nearest thing is the city's two trolley lines: one loops downtown past the Strand, the other runs along the Seawall from Stewart Beach to Moody Gardens. A ride costs $1 and a day ticket $5, but in winter they run only on Fridays and Saturdays. Trolley routes and days.
